Licensee Ordering ACH

Virginia ABC’s licensee ordering system allows licensees to place orders for distilled spirits and other ABC products around the clock. Supported by the agency’s Management of Inventory and Product Sales (MIPS) system, the licensee ordering function provides 24/7 access to store-specific real-time inventory and enables licensees to view accurate, up-to-date product codes with present and future discounting.

Getting Started

Licensees order through MIPS Portal with the option to pre-authorization payment by electronic check. Create an account using Account Central (need account center link) to sign up and request MIPS access. Set up your account and verify access a few business days prior to placing an order. Base Store

We expect licensees to use their base store to pick up orders. Base stores allow us to provide better service and ensure optimal inventory levels. Orders may be placed up to twice a month at another store that isn’t your base, for emergency purposes.

Order Payment by Electronic Check

All Virginia ABC retail mixed beverage licensees in good standing may use electronic check (ACH) to pay for any order associated with their license(s), including Licensee Limited Availability Lottery (LLAL) orders.
Applying payment by electronic check is simple using a guided payment feature to choose a payment method, authorize amount, and set a payment verification PIN for secured pickup. Alternate Pickup Person must be named in the payment process to support ID verification.
Account will be charged once the order details are finalized at pickup to determine the total price of the sales transaction. Payment PIN and photo ID verification are required for pickup.

- Convenient for Businesses and supports centralized billing and distributed pickup & delivery strategies.
- Licensee order contacts must have an account with MIPS access.
- Payment processed within three-to-ten bank days of completion of the sales transaction at pickup
- Account owners must adhere to MIPS ACH Payments Terms & Conditions and safeguard their account and payments methods as noted.
- Licensees in violation of the payment policy may be excluded from the used of uncertified funds (Check or ACH).

FAQs

Which licensees are eligible to place orders for tax exempt purchase?
Virginia ABC licensees in good standing with retail mixed beverage license types may use MIPS Portal to place orders for tax exempt purchase. See Getting Started above for details.

If I want to order a specific product not accessible in MIPS Portal, can I still obtain the product?
If you do not see a product available at your store in the MIPS Portal “Create Order” process or want to request a special order, fill out the Comments section of your MIPS order or contact your base store directly with your request.

I've placed an order but need to make a change.
Licensees may change their orders once they are submitted up until in-store picking for the order(s) has begun. At that point, editing is restricted and licensees must contact the store to make changes. Store contact details are located on your order confirmation and on the Virginia ABC website.

Can I use ABC's website to place orders?
No. The “My Cart” shopping experience on the Virginia ABC website is only for prepaid retail customer orders and includes sales and locality tax.

Can licensees purchase limited availability products?
Virginia ABC allocates 20% of limited availability and lottery products for distribution through scheduled Licensee Limited Availability Lottery (LLAL) events to ensure fair and equitable distribution of highly sought-after products. Licensees in good standing with mixed beverage privilege may submit entry for licensee lottery events and view full program terms and conditions using MIPS Portal.

What happens to unclaimed licensee orders not picked up timely?
Once licensees are notified their order is ready for pickup, orders will be held for a period of 14 days. After which, the order is considered unclaimed. Unclaimed licensee orders, including LLAL orders, may be canceled and the product returned to stock. Unclaimed LLAL orders forfeit the right to purchase and will be distributed as determined by Virginia ABC at its sole discretion in alignment with lottery and limited availability programs and policies.

Do licensees need a new Account Central account to use electronic check payment?
Virginia ABC recommends that licensees opting to use Electronic Check payment methods diligently follow all aspects of the MIPS ACH Payments Terms & Conditions to ensure the use of a dedicated account with MIPS access that is not shared by multiple users. The Virginia ABC Account Central account owner is solely responsible for securing their account credentials and guarding against unauthorized use of payment methods associated with the account. An additional dedicated account may be created to assist in ensuring dedicated use. This requires the use of a different email address that has not already been used to create an account.

What payment policies apply to licensee orders?
Failed or rejected payment by the financial institution associated with the bank account used for payment may result in suspension of the licensee’s ability to use ACH or check as the payment method for at least 1 year. The Virginia ABC Account Central account owner is solely responsible for the accuracy of all bank routing numbers and accounts entered for all ACH payment methods.

What return policies and restrictions apply licensee orders?
Virginia ABC's Return and Refund Policy applies to all product returns and allows return with receipt within 45 days of purchase to the original form of payment. Orders paid for by electronic check may be subject to additional disbursement restrictions as noted in the MIPS Licensee ACH Terms & Conditions. Special accommodation is made for returns associated with licenses surrendered or revoked.

What notifications are sent to licensees related to their orders?
Virginia ABC sends email notifications to licensees regarding order status and order pickup. Participants are responsible for checking their email inbox, including spam, junk and promotional folders, for Virginia ABC notifications. Licensees opting to use electronic check payments will also receive notifications related to payment method activity and payment exceptions.
