On January 25, 2021 Virginia ABC revised its Lottery Terms and Conditions.

• Identification Requirements for Purchase of a Lottery Bottle: Lottery winners must present a valid Virginia photo ID at the time of purchase. The winner’s name MUST match the name on the valid Virginia photo ID presented. No exceptions. Lottery winners whose names do not match the name on their ID will not be allowed to purchase the bottle.
• Address and Household Requirements: Each entrant must now provide their valid Virginia residence address at the time of entry. The address must match the address on their valid Virginia ID. All lottery products are one bottle per household or one per mixed beverage on-premise license number. Only one entry will be allowed per household or mixed beverage license number. No exceptions. Duplicate addresses will be removed from the lottery pool.

• Duplicate Entries: Each entry must be unique. Entries containing duplicate information in any field but the store number will be removed during our duplication removal process.

• Distribution of Remaining Lottery Inventory: Although Virginia ABC’s policy is to place unclaimed or ineligible winner’s lottery bottles on the store shelf for sale on a first-come, first-serve basis, Virginia ABC reserves the right to redistribute those unclaimed or ineligible lottery bottles at Virginia ABC’s discretion.

On February 2, 2021, Virginia ABC further revised its Lottery Terms and Conditions to clarify military entry requirements.

• Military Lottery Entrants/Winners: Members of the U.S. military may enter Virginia ABC product lotteries and purchase bottles when they have won the opportunity to do so. Military lottery winners must provide their current armed forces identification card and a copy of their military orders for assignment to a permanent duty station in Virginia OR a copy of a utility bill proving residence in Virginia. The name on the orders or utility bill must match both the name on the armed forces identification card and the name of the lottery winner that was provided to the store. Likewise the address on the utility bill must match the address on the winning entry.
