Tim Hugo

Tim Hugo is the chairman of the Virginia Alcoholic Beverage Control Authority Board. He served in the Virginia House of Delegates from 2003 to 2020 where he was elected majority caucus chairman. Currently, he is executive director of the Free File Alliance, which is a public-private partnership providing free federal tax returns to low- and moderate-income Americans, and the Council for Electronic Revenue Communication Advancement (CERCA). Hugo worked in Congress for the House Administration, Public Works and Transportation committees and was chief of staff to the Transportation and Infrastructure Committee chair. At the Pentagon, he was a special assistant as liaison to the House and Senate Intelligence committees. At the age of 28, he quit his job on Capitol Hill and enlisted in the U.S. Army Reserve. Hugo earned his Bachelor of Arts degree from the College of William and Mary. Later, he received a Kodak Fellowship, Senior Managers in Government Program at Harvard University’s John F. Kennedy School of Government.

 

  

Mark Stepanian

L. Mark Stepanian will serve as the vice chair for the Virginia Alcoholic Beverage Control Authority Board. He joins Virginia ABC after a lengthy career in the beverage industry, as he served as president of Loveland Distribution Company from 1989-2018. Stepanian graduated with an MBA from Virginia Commonwealth University and completed his undergraduate study in Political Science and Government from Hampden-Sydney College. He is a co-founder of the Richmond Highland Games and serves on the Board of Trustees for Collegiate School and the board of the Cullather Brain Tumor Quality of Life Center.

Bill Euille

William “Bill” Euille is the chief executive officer of The Euille Group, LLC, in Alexandria, a business development consulting firm. He served as mayor of Alexandria from 2003-2016 after first being elected to the city council in 1994. He began his career as an accountant with an Alexandria construction company, advancing to vice president/controller. In 1987, he formed WM. D. Euille & Associates, a construction services firm. Euille earned a bachelor's degree in accounting from Quinnipiac University in Hamden, Conn. His numerous community affairs roles include the William D. Euille Foundation; and serving on the boards of the Washington Metropolitan Area Transportation Authority; the Northern Virginia Transportation Authority (NVTA), and the Virginia Economic Development Partnership.

Gregory F. Holland

Greg Holland has been a litigator in Virginia for nearly 40 years, specializing in personal injury and insurance law. He is a member and past president of the Bar Association of the City of Richmond. He served on the Judicial Nominations Committee of the Virginia State Bar year for three years, the last year as co-chair. Holland has been chosen a Virginia Super Lawyer for more than ten years. Since 2013, he has been selected each year for inclusion in Best Lawyers in America in four categories. Holland graduated from Hampden-Sydney College and earned his law degree at the University of Richmond T.C. Williams School of Law.

Lisa Jennings

Lisa N. Jennings is a seasoned executive with extensive experience in the financial services industry. She is known for building and executing successful corporate vision and growth strategies. Recently retired from PenFed Credit Union, the world’s second largest federal credit union with assets of over $35 billion, she was most recently the first senior executive vice president. She has wide-ranging industry and financial expertise, having led all aspects of the firm’s operations as the executive vice president and chief operating officer and, previously, the firm’s executive vice president, chief financial officer and chief audit executive. Her specific expertise includes board and corporate governance and strategy, financial management, risk management, operations, mergers and acquisitions, pensions, and compensation and benefits. She has served on both non-profit and for-profit boards and is an active community volunteer. She holds a Bachelor of Science in Accounting from George Mason University and was a Certified Public Accountant in the Commonwealth of Virginia throughout her career.

Chief Executive Officer

Dale Farino serves as the chief executive officer. In 1993, he joined Associated Distributors, LLC dba Breakthru Beverage Virginia and held numerous senior leaderships roles in Operations, Finance and Sales, culminating in his retirement from the company in 2023. His roles included VP of operations/administration, chief financial officer, EVP general manager, chief operating officer and EVP/president. Throughout his career, he oversaw overall sales performance, profitability and operations for the company. Farino also served as president of the Virginia Wine Wholesalers Association from 2019-2023. He served in the United States Marine Corps as an Artillery Officer from 1981-1990. He received his Bachelor of Arts degree in Economics from the University of Richmond.

Chief Law Enforcement Officer

Thomas Kirby serves as chief law enforcement officer, where he provides leadership and oversight for Virginia ABC’s Bureau of Law Enforcement. Chief Kirby has served in law enforcement for nearly 30 years. He began his career as a local police officer in Newport News and Hampton where he worked for nine years before joining Virginia ABC in 2001 as a special agent in the bureau’s Hampton and Richmond regional offices. He was promoted to assistant special agent in charge for the Richmond region in 2009 and to special agent in charge of a newly created Fredericksburg region in 2012. Chief Kirby also served as the special agent in charge of the Hampton region. In 2014, he was promoted to regional agent in charge, leading four regional offices and the bureau’s special operations unit. Two years later he was appointed to the position of deputy chief of field operations, and in 2018 he was named chief. His academic accomplishments include associate and bachelor’s degrees in criminology from St. Leo University and a graduate certificate from the University of Virginia. Chief Kirby is a graduate of the FBI National Academy and the University of Richmond's Professional Executive Leadership program. In 2019, he was elected to serve on the National Liquor Law Enforcement Association’s board of directors and is currently the secretary/treasurer.

David Alfano

Chief Administrative Officer

David Alfano serves as the authority’s Chief Administrative Officer, providing oversight for the authority’s finance, human resources and procurement teams and functions. Prior to joining ABC in 2022, Alfano served 18 years with the Federal Reserve System’s National Information Technology Division, working as Senior Vice President and Chief Administrative Officer; Vice President, Treasury Service; and Vice President and Controller. Alfano also oversaw a technical team that provided IT infrastructure services for United States Treasury business applications supporting online purchasing, collections, payments, accounting and reporting services. In addition to his prior responsibility over financial management and procurement functions, Alfano was a member of the Federal Reserve National IT Executive Team that partnered with the Federal Reserve Bank HR team in defining HR strategies and processes. Prior to his work at the Federal Reserve, Alfano spent more than 11 years at Verizon’s Enterprise Solutions Group as controller and assistant controller. He started his career in public accounting as an external auditor, prior to serving as an assistant controller for a commercial real estate developer. Alfano graduated from Drexel University in Philadelphia with a Bachelor of Science degree in accounting and is a Certified Public Accountant.

 

 

John Daniel

Government Affairs Officer and General Counsel

John Daniel is Virginia ABC’s government affairs officer and general counsel. In this role, Daniel collaborates with and serves as an advisor to Virginia ABC’s CEO and executive team members through the analysis and interpretation of laws and government policies, considering their potential impact to the authority. Daniel manages the authority’s hearings division, the office of legal counsel, and the legislative and fiscal policy officer. Daniel acts as a liaison between the Virginia General Assembly and the authority. Prior to joining ABC in 2018, Daniel served as a deputy attorney general for Virginia. He began his career with the Division of Legislative Services and the Office of the Attorney General and has also served as Virginia’s deputy secretary of commerce and trade. Most notably, in 1986, Daniel was appointed by then-Gov. Gerald Baliles as the commonwealth’s first secretary of natural resources. Daniel has also held positions in the private sector, working for several law firms including McGuireWoods, Williams Mullen and Mays, Valentine (now Troutman Sanders). Daniel earned his Bachelor of Arts degree from St. Andrews Presbyterian College and a Juris Doctor degree from the University of Richmond.

 

Mark Dunham Mark Dunham

Chief Retail Operations Officer

Mark Dunham serves as Virginia ABC’s chief retail operations officer, directing retail operations, warehouse/logistics, real estate and marketing teams. He oversees a staff of approximately 1,000 full-time and more than 3,000 part-time employees and an annual operating budget of nearly $174 million while generating more than $1 billion in revenue. Prior to joining ABC in 2016 as the director of logistics, Dunham had a 25-year career with Southern States Cooperative where he served in many capacities including retail store manager, project manager and business analyst, and in management positions overseeing master data, customer service, wholesale operations and distribution. Dunham has also served as president of the American Production and Inventory Control Society Richmond chapter, a professional association for supply chain management and a provider of research, education and certification programs. He earned his bachelor’s degree in public management from The State University of New York Polytechnic Institute.

 

Paul Williams

Chief Information Officer

Paul Williams serves as Virginia ABC’s chief information officer. Prior to joining ABC in 2015, Williams was an interim CIO for Bowlmor AMF, the largest operator of bowling centers in the world. Before that, he served as CIO or vice president of information technology for several other companies including children’s clothing retailer, The Children’s Place, and Alvarez & Marsal Holdings Inc. Since joining Virginia ABC, Williams has restructured the information technology department into core functions for better efficiency, created a steering committee to manage the authority’s portfolio of projects and created a technology strategy and roadmap for Virginia ABC systems. Williams received a Bachelor of Science degree in business administration and computing from the University of Aston in Birmingham, United Kingdom.
