Virginia ABC is using a new online system for MBAR submissions. The process for online submission has changed. Please refer to our MBAR tutorial for step-by-step instructions. Licensees who have received a PIN letter and have established a VAL account can begin using the VAL system immediately to complete your MBAR submissions. ABC is remailing your PIN letter with your MBAR notification. Please take this opportunity to setup your VAL account, associate your existing licenses and complete your MBAR submission online.

Guidance on MBAR Submissions for “Cocktails-to-Go”

  • For the completion of the Mixed Beverage Annual Review (MBAR), mixed beverages to go or “cocktails-to-go” sales should be recorded in the “miscellaneous sales” category.
  • Mixed Beverages to go or “cocktails-to-go sales” cannot be counted towards the 45 percent food /55 percent liquor ratio requirement.
  • Licensees must keep separate and accurate records to track all mixed beverages to go or “cocktails-to-go” sales. These records should be available for inspection by special agents.

Mixed Beverage Annual Review (MBAR)

The MBAR, or Mixed Beverage Annual Review, is the name of a report that documents the food and beverage sales of mixed-beverage licensees. These licensees, who include restaurants, caterers and clubs, are required by law to submit an MBAR to Virginia ABC once a year on the anniversary of the issuance of their license.
