Banquet Licenses

Apply online for your banquet license here. Follow the instructions on each page, complete and submit.

Apply for all of the following types of banquet licenses using eBanquet. You may use your credit card. Banquet applications may be completed online if submitted at least 12 days prior to the event date.

You may also apply via mail or in person using the Application for Banquet License form (PDF), within 10 days of the event. The completed form must be submitted with payment to the appropriate regional ABC office. Please note: Regional offices do not accept credit cards. Applicants are encouraged to contact their regional office for additional qualification guidelines before submitting their application.

For wedding receptions, retirement parties, company parties, etc.

Issued to individuals (representing themselves or a group/company) for private events where alcohol is provided at no charge to guests. Also known as a “one-day” license.

Complimentary beer, wine or mixed beverages. Guests may bring their own alcohol. Beer and/or wine sales (not for profit).

   $40 (state license fee)
+ $15 (nonrefundable fee)
   $55 (single-day rate)
+ $40 (each additional day)

For nonprofit events such as festivals, concerts, auctions or other similar fundraising events (including political fundraisers).

Issued to duly organized, nonprofit corporations and associations raising money for athletic, charitable, educational, political or religious purposes.

Beer and/or wine sales (not for personal monetary gain). Guests may bring their own alcohol. (Note: This does not authorize the sale of mixed beverages.)

   $40 (state license fee)
+ $15 (nonrefundable fee)
   $55 (single-day rate)
+ $40 (each additional day)

For nonprofit events such as festivals, concerts, auctions or other similar fundraising events (including political fundraisers).

Issued to duly organized, nonprofit corporations and associations raising money for athletic, charitable, educational, political or religious purposes. The event is not for personal monetary gain.

Beer, wine and mixed beverage sales, or guests may bring their own alcohol.

For VFW, Elks, American Legion or similar type clubs already holding a beer, or wine and beer license that wish to sell and serve mixed beverages.

Issued to a private club that already holds a beer, or wine and beer club license in order to sell and serve mixed beverages on premises in approved areas to members and guests. May be granted up to 12 times per calendar year. A separate license is required for each day of each club event.

On-premises sale and consumption of mixed beverages by club members or guests in approved areas on the club premises.

   $35 (state license fee)
+ $15 (nonrefundable fee)
   $50 (single-day rate)
+ $35 (each additional day)

For craft beer or wine festivals.

Issued to manufacturers of beer or wine (whether licensed in the Commonwealth or not) to obtain a banquet license for a special event lasting 2–3 consecutive days, provided that such event is (1) at a place approved by Virginia ABC and (2) conducted for the purposes of educating the consuming public about malt beverage or wine products. Events held for more than three days require another application. May be granted up to four times per year.

Sale of beer or wine for a special event lasting two to three consecutive days. Events held for more than three days require another application.

For a single-day event, apply for Banquet Special Event. 

  $100 (state license fee)

  $115 (2- or 3-day rate)

For cooking classes or community education events.

For a business or an individual who is not prohibited from holding an ABC license and wishes to sell or give samples for the purpose of educating the consuming public about the alcoholic beverages being tasted. May be granted up to four times per year.

Sale or complimentary samples of beer, wine and/or mixed beverages in approved localities. Restrictions apply on amounts and types of alcohol (§4.1-221.1).

Guidelines

Banquet licenses are offered for a variety of situations in which alcoholic beverages may be served on a temporary basis, generally for nonprofit purposes.

If ALL of the following criteria are met for the event, then no license is needed (unless required by locality or facility).

  • The event is private (i.e., not open to the public and not in a public place)
  • Money is not exchanged for alcohol or otherwise
  • The event is not held on a club or non-licensed restaurant premises
  • Alcohol purchased for the event is NOT from a wholesaler/distributor

In all other cases, a license is needed and is bound by the information presented below. Contact your regional ABC office with any questions.

Reporting Requirements for Special Event Licenses

Virginia ABC regulations require persons in charge of public events to report income and expenses associated with the event when the licensee engages another person to organize, conduct or operate the event on behalf of the licensee.

If your special event meets the above criteria and your license is approved, please download the Special Event License Application Addendum (PDF) and complete page 2, the "Statement of Income and Expenses for Special Event Licenses." Return this form to the issuing regional office within 30 days after the date of the event. (See page 3 of the addendum for instructions.)
