Virginia ABC Piloting Same-Day Delivery in Parts of Richmond

Customers in select areas of Richmond can enjoy the convenience of having spirits, mixers and Virginia wines delivered directly to them the same day they place their online order from five Virginia Alcoholic Beverage Control Authority (ABC) stores. Same-day delivery is a pilot initiative available to customers 21 years of age or older whose home or business address falls within a five-mile radius of the five Richmond-area ABC stores participating in the pilot, including:

  • 3100-A W. Broad St., Richmond (store 101)
  • 10 N. Thompson St., Richmond (store 169)
  • 11108 Midlothian Turnpike, Richmond (store 350)
  • 3450-3452 Pump Road, Suites 21-22, Henrico (store 331)
  • 148 Charter Colony Parkway, Midlothian (store 284)

Virginia ABC has engaged with DoorDash to implement deliveries for this pilot initiative. Orders that are placed at least two hours prior to store closing are eligible for same-day delivery at participating locations. There is a $6.99 delivery fee for the first three miles and $1.25 per mile after three miles. Customers have the option to add a tip for the driver. Delivery fees and tips are nonrefundable for orders that have been delivered successfully. While orders are fulfilled through DoorDash, customers cannot place an order using the DoorDash app. All orders must be placed through the ABC website.

“Delivery is ideal for customers who want a convenient way to receive our products or who still prefer to shop in a socially distanced manner,” said ABC’s Chief Executive Officer Travis Hill. “Customers who are in a delivery zone are encouraged to go online and try out this new service. We will adjust and refine our processes with our delivery partner during this pilot phase and welcome customer feedback as we consider expansion to other areas of the commonwealth.” 

Visit ABC’s website to view a list of participating stores. This list will be updated as stores are added to the pilot. Customers can also subscribe to ABC’s Spirited Virginia newsletter to receive updates on delivery programs as well as notifications about online and in-store promotions.

In November 2020, Virginia ABC launched next-day delivery for online orders placed in Richmond, Hampton Roads and Northern Virginia delivery zones. Since then, the service has expanded to include addresses within 50 miles of 17 stores across the commonwealth. Delivery orders that are placed Monday-Thursday before 2 p.m. will be delivered the next day. Orders placed Friday-Sunday may take 2-3 days to arrive. There is a $9.99 flat fee per container plus $2.50 per bottle. Next-day delivery orders are shipped through UPS. 

ABC customers who want to take advantage of delivery must:

  1. Select one of the participating delivery stores as their store on ABC’s online ordering platform at abc.virginia.gov using the store finder tool.Participating delivery stores can also be identified by the delivery truck icon in the store listing.
  2. Add products to their cart. There is a $10 order minimum and a maximum order limit of 12 bottles for all deliveries.
  3. Go to the shopping cart and select “deliver my order.”
  4. Enter address information when prompted. This validates whether the address is eligible for delivery from the selected store.

Customers whose selected store offers both same-day and next-day delivery options will automatically receive same-day delivery if they are in the five-mile delivery zone. Customers whose address is not in a same-day or next-day delivery zone are encouraged to place an order online and use curbside pickup or purchase items in the store. ABC licensees are not eligible for delivery at this time.

To support both consumer convenience and public health, Virginia ABC has carefully approached the direct shipment of spirits to customers to include ID verification and order limits. No matter the age, the person accepting the delivery must show a valid ID to verify they are 21 or older to receive the order. Packages will not be left at the place of delivery without ID verification. As with in-store purchases, products containing alcohol are intended for adults 21 or older. Providing alcohol to anyone under 21 or using a fake ID to purchase alcohol is illegal. 

Per the Code of Virginia, ABC’s profits from in-store and online retail sales are remitted each year to the commonwealth for designated state programs and services. For fiscal year 2020, ABC contributed a total of $545.3 million ($212.1 million from retail sales) to the commonwealth.
