Virginia ABC > Licenses > VAL System > License Definitions > Winery

A winery license authorizes the licensee to manufacture, sell and deliver or ship wine in closed containers to licensed wholesalers for resale and to persons outside the Commonwealth for resale outside the Commonwealth. In addition, such license authorizes the licensee to:

  • operate distilling equipment on the licensed premises to manufacture spirits from fruit or fruit juices for the fortification of wine produced by the licensee
  • operate a contract winemaking facility on the licensed premises
  • store wine in bonded warehouses on or off the licensed premises with an approved permit
  • sell wine at retail at the licensed business for on-premises consumption or in closed containers for off-premises consumption.

Fees are based on the following classifications:

5,000 or less gallons—$215
Over 5,000 gallons—$4,210
