A gourmet brewing shop license authorizes the licensee to sell to any person to whom wine or beer may be lawfully sold, ingredients for making wine or brewing beer, including packaging, and to rent to such person's facilities for manufacturing, fermenting and bottling such wine or beer, for off-premises consumption.
