This Virginia ABC signature cocktail is a sweet and warm drink that is perfect for virtually toasting friends and family this holiday season.

Preparation
In a medium saucepan, combine the cocoa powder, sugar, water, and salt over medium heat. Cook, stirring constantly until smooth and bring to a simmer. Reduce heat, and stir in the milk, do not boil. Remove from the heat and stir in the vanilla, peanut butter whiskey and coffee rum. Pour into mugs with your choice of garnish. Serve immediately.
