Add chocolate syrup to the bottom of your favorite glass and swirl to coat the bottom and sides. Add vodka, coffee liqueur and Irish cream to a shaker with ice; shake well. Strain into prepared glass, top with whipped cream and dust with cocoa powder if desired.
