ABC Agents Seize 600 Gallons of Illegally Manufactured Wine From Newport News Shot House

RICHMOND – Special agents with the Virginia Department of Alcoholic Beverage Control (ABC) seized 600 gallons of illegally manufactured wine today, from a private residence in the 900 block of 15th Street in Newport News.

The owner of the residence, James Edward Skinner, 83, and his grandson, Darrin Skinner, 44, were arrested after ABC agents received complaints pertaining to the illegal manufacture and sale of wine in the home. Both men are charged with three counts of illegal sale of alcoholic beverages without a license, and three counts of keeping/maintaining a common nuisance. In addition James Skinner is charged with the felony illegal manufacture of alcoholic beverages.

The Skinners were operating a “shot house” which is a home where alcohol is sold illegally. Agents purchased wine from both men on numerous occasions leading up to the arrests. The wine was illegally manufactured in various flavors and sold for $7-8 per half gallon. The agents did not observe any on-premise consumption of the alcohol.

“Skinner stored and manufactured the wine in a garage and shed on the property,” said Robert M. Brooks, Special Agent in Charge of the Hampton ABC Enforcement Office.

Newport News Police and Virginia Marine Police also assisted in the investigation.

This is not the first arrest for James Skinner, who has been arrested two times before on identical charges. He was convicted the first time, and is still awaiting trial from his arrest last year when agents seized over 670 gallons of wine from the home.
