Governor Robert F. McDonnell appointed Sandra C. Canada commissioner of the Virginia Department of Alcoholic Beverage Control (ABC) in March 2010. This is Canada's second appointment to the ABC Board. In 1998, Governor Jim Gilmore appointed her ABC commissioner, and she served in that role until 2002.

Canada is a native of Virginia Beach and a graduate of Campbell University in North Carolina. For the past 25 years she has served as president of Canada and Associates, a fundraising and public relations firm providing consultation to numerous local, state and congressional campaigns. She has also served in many civic and state leadership positions, including appointments by Governor George Allen to the Board of Trustees of the Virginia State Parks Foundation, and by Governor John Dalton to the State Emergency Medical Services Advisory Council. She is the recipient of several awards, including Outstanding Professional Woman of Hampton Roads (2003).
